The Fenelon Place Elevator, also known as the Fourth Street Elevator, is a historic funicular railway in Dubuque, Iowa, built in 1882 by banker and former mayor J.K. Graves to shorten his long buggy commute up the steep bluffs where he lived.
Initially a private cable car operated manually with a hemp rope, it caught on with neighbors after Graves opened it to the public in 1884 for five cents a ride. The elevator burned down several times and was rebuilt with modern upgrades, including a motorized system and steel cables replacing the hemp rope, and it remains in operation today as a tourist attraction.
The ride spans only 296 feet, making it one of the shortest and steepest scenic railways in the world, offering panoramic views of the Mississippi River and Dubuque city. Over its long history, the elevator has become a beloved piece of local heritage, with fares increasing modestly over time and the cars being modernized while retaining the historic charm.
