White Horse Hill National Game Preserve, a 1,674-acre national wildlife refuge on Devils Lake's shore in Benson County, North Dakota within the Spirit Lake Tribe reservation, was established in 1904 by President Theodore Roosevelt as Sullys Hill Park and renamed in 2019 to honor its sacred Dakota heritage as Šúŋkawakháŋ Ská Pahá.
Managed by the U.S. Fish and Wildlife Service since 1931, it conserves bison, elk, white-tailed deer, prairie dogs, and over 250 bird species across mixed-grass prairies, marshes, and wooded hills, drawing 80,000 visitors yearly for wildlife viewing.
Activities include a 4-mile seasonal auto tour, over 3 miles of hiking trails with interpretive stops, birdwatching, photography, environmental programs at the visitor center with habitat exhibits, and overlooks offering panoramic views in a serene setting open daily from 8 a.m. to sunset.
